Great news for everyone in our D13 community! The site of the former golf driving range at the corner of Toa Payoh East and Kim Keat Avenue is being prepared for new HDB homes. This large 3.6-hectare plot (about 5 football fields) will likely bring 1,100 to 1,300 new public housing flats – a big boost for families looking to stay or move into our mature estate!

Key Points
- Where exactly? Right in Toa Payoh East, near Kim Keat Avenue – very central in our neighbourhood.
- What was there before? Singapore’s first HDB estate golf driving range (opened 1993, closed 2018, already demolished).
- What’s coming? Mostly HDB flats (likely Standard or Plus BTO types), plus a small place of worship. Could be built as one big project for faster launch.
- Super convenient location:
- Walking distance to Toa Payoh Polyclinic and Kim Keat Palm Market & Food Centre
- Near St Andrew’s Secondary and Junior College
- Close to PIE & CTE expressways (but this might mean some traffic noise)
- Not super near an MRT, but still on the city fringe
- Timeline: Government is amending the Master Plan now. Public feedback is open until 22 February 2026. This helps meet the target of 50,000 new flats island-wide from 2025–2027.

My Simple Insights
This is a fantastic addition to our mature estate! Toa Payoh is always popular for BTO because of its schools, food, and central location. More new flats mean better chances for young families and upgraders in our community to stay in the area instead of moving far away.
If you’re planning to apply for a BTO soon, keep an eye on this site – it could be launched in phases over the next few years. For those already living here, new neighbours and possibly refreshed surroundings will be great. Just note the expressway proximity – future residents might need thicker windows for noise.
Overall, this shows the government is actively rejuvenating Toa Payoh. Our neighbourhood is getting even better to live in!
